From Conversation to Action: Reimagining South Africa’s Response to Alcohol Harm

From 1–3 October 2026, the True Cost of Alcohol Campaign and its coalition partners, hosted the National Alcohol Summit 2026 at Constitution Hill in Johannesburg. Held under the theme “What Needs to Change? Reimagining South Africa’s Response to Alcohol Harm,” the Summit brought together representatives from government, Parliament, civil society, research institutions, traditional leadership, youth organisations and communities to confront one of South Africa’s most pressing public health and social challenges.

Over three days, participants examined the far-reaching consequences of alcohol harm, including gender-based violence, road crashes, preventable illnesses, child protection concerns, family instability and the economic burden placed on communities. The discussions challenged the idea that alcohol harm is solely a matter of individual responsibility, emphasising the broader systems that influence consumption, particularly alcohol affordability, availability, marketing, regulation and enforcement.

A central focus of the Summit was the urgent need to strengthen South Africa’s alcohol policy framework. Participants called for higher alcohol excise taxes, stronger restrictions on alcohol advertising, improved liquor licensing and enforcement, and greater protection for children and vulnerable communities. The conversations also highlighted the importance of coordinated action across government departments, including health, finance, policing, social development and local government.

Importantly, the Summit created space for community experiences and youth voices alongside scientific research and policy discussions. These perspectives reinforced the need for solutions that respond to the realities faced by South Africans and ensure that those most affected by alcohol harm have a meaningful role in shaping the country’s response.

A key outcome of the Summit was the development and adoption of the Constitution Hill Call to Action and a 12-month Accountability Framework. These initiatives aim to move the national conversation beyond identifying problems towards practical implementation, measurable commitments and continued accountability. The framework provides a basis for monitoring progress, strengthening collaboration and ensuring that commitments made during the Summit translate into meaningful action.

The National Alcohol Summit marked an important step in building a coordinated, evidence-based response to alcohol harm in South Africa. However, its significance lies not only in the discussions held, but in the actions that follow. Through continued advocacy, community mobilisation and engagement with decision-makers, the True Cost of Alcohol Campaign remains committed to ensuring that the outcomes of the Summit lead to lasting policy reforms and safer, healthier communities.

The message emerging from Constitution Hill was clear: South Africa cannot afford to continue treating alcohol harm as business as usual. The time has come to turn commitments into action and put people over profit.
